China upgrades labour services with intelligent AI ecosystem, empowering workers through digital transformation

BEIJING — In a significant leap toward modernising labour services, the All-China Federation of Trade Unions (ACFTU) has launched a powerful artificial intelligence platform that functions as a 24-hour digital assistant for workers nationwide. The system enhances union efficiency, strengthens rights protection and redefines how labour organisations deliver public service in the digital era.

The platform is built upon four foundational technological pillars. A large-model computing coordination framework maximises AI processing power, while a knowledge operations hub centralises legal archives, policy resources and structured case data. Automated tagging, precision retrieval and continuous updates ensure reliability and relevance.

A comprehensive AI model management system further streamlines development, deployment and application, making sophisticated AI tools accessible to frontline union staff. Meanwhile, a specialised AI application support ecosystem allows creation of intelligent union-specific services.

This integrated design boosts AI capabilities in reasoning, data comprehension and analytical prediction, resulting in smarter operational workflows and decision-making accuracy.

Practical deployment has already begun. Intelligent legal consultation tools provide tailored legal support. Smart analytics enable instant interactive data visualisation. A union-specific AI Q&A model ensures authoritative labour-oriented responses, while intelligent writing tools automate complex administrative documentation tasks.

ACFTU leaders highlight that this platform marks an evolution from traditional, experience-driven practices to a data-governed, innovation-powered labour ecosystem. It signifies the move from gradual upgrades to holistic digital restructuring.

Supporting the platform is the rapidly expanding “workers’ home” mobile ecosystem. With billions of interactions, millions of registered users and nationwide integration across provincial federations, the app delivers services ranging from benefits access to digital ID verification, health vouchers, insurance and welfare distribution.

It has also become a central hub for labour engagement, training participation, workforce registration and social protection services.

Looking ahead, ACFTU plans to further expand digital skill development. Initiatives include innovation cloud platforms, professional digital learning hubs, women-focused digital upskilling, competitive skill development programmes and increased AI-education integration in national workforce initiatives.

Together, the AI platform and national digital service ecosystem lay the foundation for an intelligent, efficient and inclusive labour support system designed to meet the demands of a rapidly evolving global economy.
