PUTRAJAYA — Malaysia’s public service is set for a major cultural shift as SSPA Phase 2 introduces a reward system benchmarked against value, responsibility and measurable performance rather than length of service.
Public Service Director-General Tan Sri Wan Ahmad Dahlan Abdul Aziz said the initiative strengthens productivity, promotes faster and more innovative service delivery, and enhances accountability within the civil service.
He said the reform will help close competitiveness gaps with the private sector through a more attractive remuneration structure while ensuring long-term fiscal sustainability.
SSPA Phase 2 also builds on the foundation laid during Phase 1, with policy reviews, human capital enhancement initiatives and extensive stakeholder engagement to ensure smooth implementation.
Wan Ahmad Dahlan stressed that the reform is designed as a strategic government instrument to boost integrity, efficiency and competitiveness, ultimately improving national development outcomes and public well-being.
