Penang announces 50 per cent land tax rebate for 2026 to protect residents and minimise impact of revised tax structure

GEORGE TOWN – In a move aimed at easing financial pressure on property owners, the Penang Government has approved a 50 per cent land tax rebate for 2026, offering significant relief amid the implementation of revised land tax rates.

Chief Minister Chow Kon Yeow said the decision was made after careful evaluation of economic conditions and the potential effect on homeowners, businesses and landholders statewide.

He assured that the new land tax framework, required to remain in effect for at least a decade, will provide predictability and prevent frequent adjustments that may cause uncertainty among landowners.

Chow noted that if the payable tax after rebate is still lower than the previous year’s payment, the existing rate will be retained to ensure fairness and clarity.

To further support those substantially affected, the state has opened avenues for appeal involving tax reductions, arrears restructuring and penalty consideration. This includes First Grade owners and landholders involved in rural-to-urban reclassification.

Tax bills are expected to be sent to owners by mid-January, while online checking and payment services will commence from January 2 for ease of access.

The Chief Minister also highlighted that Penang previously approved a full waiver of late penalties on outstanding taxes throughout 2026, potentially benefitting thousands of property owners.

The rate revision exercise undertaken in September impacts approximately 370,000 land ownership records across multiple categories including housing, commercial, industrial, agricultural and special-use lands.

Chow emphasised that these measures underline the government’s intention to support the people’s welfare while ensuring the state continues to generate sufficient financial resources for development, infrastructure and public services.
