Per Capita Grant Rate, AI Development, and Cooperative Law Reform to Be Tabled in Dewan Rakyat Today

KUALA LUMPUR, 11 Aug 2025 — The long-unchanged per capita grant (PCG) rate for schools is expected to come under the spotlight in today’s Dewan Rakyat sitting, alongside updates on Malaysia’s artificial intelligence (AI) agenda and proposed reforms to the Cooperative Societies Act 1993.

During the oral question session, Mas Gading MP Mordi Bimol (PH) will question the Education Minister on whether the two-decade-old PCG rate will be reviewed, citing its insufficiency in addressing the operational and teaching needs of schools, particularly in rural areas.

Kubang Pasu MP Datuk Dr Ku Abd Rahman Ku Ismail (PN) will seek a briefing from the Digital Minister on the achievements of the National Artificial Intelligence Office (NAIO), including plans for inter-ministerial collaboration to enhance AI development and application nationwide.

Also on the agenda, Sungai Besar MP Datuk Muslimin Yahaya (PN) will press the Minister of Entrepreneur Development and Cooperatives on the government’s intention to replace the Cooperative Societies Act 1993. He is expected to ask how the proposed new legislation will better respond to contemporary challenges within the cooperative movement.

Meanwhile, Sungai Siput MP S. Kesavan (PH) will direct questions to the Science, Technology and Innovation Minister regarding progress in the Local R&D Products and Services Utilisation Programme (MySTI), and initiatives to raise the visibility of MySTI-branded innovations.

Following the Q&A session, lawmakers will resume the debate on the 13th Malaysia Plan (13MP), themed “Redesigning Development”. The comprehensive plan, tabled by Prime Minister Datuk Seri Anwar Ibrahim on 31 July, outlines RM611 billion in government investment from 2026 to 2030 aimed at reshaping national development priorities.

To date, 78 MPs have taken part in the debate on the 13MP. The current Dewan Rakyat session, which began on July 15, is scheduled to run for 24 days until August 28.
